I dont think the country has a right to intervene with another country's affairs. each country should stay in their own business and may only intervene if the other country asks.

Another country doesn't have the right to intervene unless it is being personally affected. Other than that, countries should mind their own business and deal with their own problems.
A foreign country does no that have right to intervene unless that country is directly affected by another's revolts or decisions. I personally do not think it is affective to interfere with another country unless it is truly detrimental to the intervening country. Otherwise interference can cause war and negative problems between 2 or more countries.
When the government can't hold its own when they are in a crises or something like that, then yes another government should intervene because everyone should help out because its the right thing to do.
When a countries government is unfit, and has repeated its problems, I think it is ok to interfere and help, but not to send thousands of troops there and take it over.
